Submission on Amendments to the Regulations to the Social Assistance Act, 2004

The current draft amendments and accompanying draft Department of Social Development (DSD) Social Relief of Distress grant (SRD) Procedure Manual fail in certain places to reflect serious recognition of, and response to, the long-standing administrative issues and accessibility barriers of the grant. A number of concerns raised in the following submissions around issues of fairness in administration of the SRD grant could render both amendments and the accompanying DSD Procedure Manual vulnerable to legal challenge, if these concerns are not addressed.
