In 2018, the Presidential Jobs Summit, under the auspices of the National Economic Development and Labour Council (NEDLAC), was launched to discuss how to accelerate the creation of jobs. The Institute for Economic Justice (IEJ) produced 22 policy briefs for Labour for the first phase of the Jobs Summit discussions, either drafted directly by the IEJ, or commissioned from other researchers and organisations. This paper has been written as a second phase to the ongoing discussions. The research for this paper was undertaken between June 2019 and February 2020 to develop a medium-term fiscal stimulus. In the paper, the authors grapple with hard realities while seeking creative pro-worker proposals that advance a developmental agenda for South Africa.
